The Research Of Government Responsibility In Community Health Service Of Shenyang

Community health services(CHS)is a important content during the government developing basic primary care,it is also the key point of reform and the new health care reform when the government building new health care system.Our country now is promoting the develop of community health services,Shenyang is the capital of Liaoning Province,the local government is responding to this policy actively,they have made some achievement,but the lacking of government responsibilities during the construction blocked the development of CHS.As a public service,the public welfare of HCS decides the government must shouldering responsibilities to develop CHS.It has a wide variety of government responsibilities,and it plays a decisive role during the developing of CHS,so,if the government wants to make CHS growth quickly,they must to strength their responsibilities.This paper start with the concept of CHS and government responsibility,combine with Governance Theory,New Public Service Theory,and the theory of liability government,point out the structure of government responsibilities,through the concept and the structure,we can summarized the achievement and defects.Basic on the data from the basic truth of 15 community health services centers of Shengyang,Huanggu District,find out the achievement and defects of government responsibilities.Meanwhile,compare with the CHS develop model of Britain and America,summarize the enlightenment for Shenyang.At last,raise some suggests,from the sides of rule-making,law-making,and the supervision and administration to staff,to strengthen the responsibility.
