Research On The Functions Of County Public Hospitals In The Hierarchical Medical System And Its Practice

The hierarchical medical system is an important measure of optimizing the allocation of medical resources,relieving the contradiction between medical resources supplying and demanding,maintaining the normal medical order;the purpose of setting up this system is to guide the patients to go to a primary hospital when they have a common and frequent disease,while go to a secondary hospital or a tertiary hospital when they have a serious disease,medical institutions of different levels perform their own functions and also cooperate with each other,so the situation that patients with minor illness will be treated in primary hospitals,patients with serious disease will be treated in major hospitals,patients who need rehabilitation will be back to the community hospitals will be formed.With the health care system reform deepening,the hierarchical medical system has been paid more attention,and it has already became the priority of the health care work to perfect the hierarchical medical system and relieve the problem of "difficult and costly access to health care services" remarkably.In China,many provinces have introduced a series of new policies to pilot by learning from models of foreign countries and unifying their own actual situations,although there are same differences between the policies introduced by different province,with the great support of all party some of them have already gained some effects.In the process of pilot reforming on public hospitals,the study of county public hospitals'capacity building and function location has great significance.This paper takes Anyue County as an example,uses the methods of "4C theory in customer relationship management",root cause analysis,"ECRS analysis method in process optimization",by investigating the hierarchical medical system implementation in county public hospitals and township hospitals of Anyue County to know the present situation of the hierarchical medical work of Anyue County,and analyzes the situations and problems,and then proposes countermeasures and suggestions from the aspects of government,hospitals and patients.County public hospitals,as the key connecting link between the preceding and the following in hierarchical medical System,and it is a question which is worthy of discussion that how to complete the hierarchical medical work,realize the goal of health care system reform that to cure the serious illness doesn't need to go out of the county,meet people's health demands of the county area.It is hoped that some exercisable models should be learned,applied and further discussed by other county public hospitals,in order to let the group of county public hospitals play important roles in the process of health care system reform.
