Research On The Construction Of Human Resources Of Community Health Organization In Dongli District Of Tianjin City In The Process Of Urbanization

Since the reform and opening up,China's urbanization process has been accelerated.During this period,the residents' income and expectation of healthy increase gradually.The health of the people cannot be without medical and health services.Community health service is an important component and basic link in the new urban medical and health service system.Community health human resources construction is the key to the development of community health service.In the perspective of urbanization,the writer investigate 404 Community health technical staffs in 8 Community health service centers and 37 stations to understand the overall situation of human resources of community health organization,by methods of policy analysis,literature research,expert consultation and field survey.Research shows that there has following community health human resources construction problems in the process of Dongli District urbanization: lack of government financial input,total amount of community health technical personnel insufficient,all kinds of community health technical personnel structure is irrational,training needs to be strengthened,assessment system needs reform,community health institutions is difficult to attract and maintain talents,contradiction between enter institutions and understaffed.Explore the reasons,mainly the following points: it has not yet establish the comprehensive scientific talents concept,restricted by the existing talents management mechanism,has not set up the scientific talents evaluation mechanism and objective performance evaluation system,the competition of incentive mechanism and income mechanism needs further innovation.To solve above problems,the writer puts forward the suggestions of Dongli District community health organization human resource construction and urbanization interactive development: 1.Deepen the understanding,develop,improve and implement relevant supporting policies;2.Increase the community health human resources amount;3.Optimize the structure of community health human resources;4.Improve the system of community health human resources development and training;5.Perfect the community health technical personnel evaluation system.This paper is based on the background of urbanization and the writer analyses the problems of human resources of community health organization in Dongli District of Tianjin City.However,how to solve those problems involving in fact is beyond the ability of Dongli District.It needs to stand on a higher level in macroscopic perspective to consider and deal with.It requires attention and support from National Health and Family Planning Commission,Ministry of Education,Ministry of Finance and the relevant departments of Tianjin's.By making a series of integrated and coordinated policy,we can build the community health talents team that meeting the needs of the people and the development of urbanization.
