Patient-doctor Dispute Management Research In The Perspective Of Medical Affairs Administration

In recent years,social conflicts caused by patient-doctor disputes are growing in our country,doctor-patient conflicts were intensified,the events about injuring doctor in violence and even killing doctors in violence were frequently reported,which terribly retards the construction of a harmonious society.In order to reverse the trend,greater demands are being placed on the government by speeding up the medical and health system reform and the medical affairs administration reform,which is also a rigorous challenge to the government.This paper was based on the theory of public government,building a service-oriented government,which in the perspective of medical affairs administration theory,had theoretical considerations on the government function of the medical affairs administration theory,that the medical administration department play an important role in the macro development of China's health service.Specifically in the public health management,which can make up the deficiency of medical market,adjust,prevent and coordinate the doctor-patient relationship,and maintain normal medical order,1 which shall be play a leading role in enhancing the public welfare nature of medical system and solving social conflicts.This paper makes a study on the current doctor-patient dispute phenomena such as the doctor-patient dispute form and reasons,describes the basic processing way of doctor-patient dispute,analyses the negative effect to the social relationship caused by ineffectively solve the doctor-patient contradiction.At the same time,this paper makes correlative analysis of the doctor-patient dispute phenomenon,medical system reform,judicial intervention mechanism construction and doctor-patient dispute identification and mediation mechanism construction.Based on such cognition,from the perspective of the conflicts between doctors and patients,discussions are made on the problems in medical affairs management of the government,such as placing more emphasis on examination than administration for management notion,caring more about forms than content for management course,handling disputes is valued much more over than prevention for disposing conflicts.At the same time,excessive administrative intervention in the market leads to the imbalance between the interests of doctors and patients,and to increase the revenue of hospital by excessive sales of drugs and unreasonable medical income structure are shown as the main reason for getting difficulty of medical service and high cost,and further proposes the theories about clarifying the government intervention in the medical market which should provide the public management.Therefore,this paper further discussed the authority boundary of medical affairs department functions and management efficiency limitations,which provides theoretical support for the medical affairs department functions reform and policy suggestions.This paper suggests that in order to resolve and reduce the doctor-patient contradiction,improve doctor-patient relationship,improve the quality of medical services,medical affairs administration department need to make efforts in the following four aspects:firstly,further deepening the medical and health system reform and providing system support for gradually resolving deep-seated contradictions through mechanism innovation,insisting on the principle of fairness to build the modern public health service system,strengthen management,standardize the distribution order,building modern medical and health regulatory system.secondly,further strengthening medical quality management,preventing medical disputes at the source through strengthening education about serving for the people,carrying out the health care system,intensifying the training about basic knowledge,basic theory,basic technology with severe manner,rigorous attitude and strict requirement,persisting in lawful practice,improving the doctor-patient communication,enhancing the ability of dissolving doctor-patient disputes,and establishing the responsibility tracing system.Thirdly,further advancing the doctor-patient dispute mediation system and the construction of medical liability insurance system.Fourthly,correctly guiding public opinion,adhere to the overall objective and fair view,and severely punishing illegal crime such as injuring doctors in violence and disrupting the normal medical order,enhancing the hospital internal security,maintaining normal medical order,and to create a "peaceful hospital" when facing medical disputes.Through the above four aspects to promote mutual understanding between doctors and patients,ensure the legitimate rights and interests of doctors and patients,prevent and reduce medical disputes,build a harmonious doctor-patient relationship.
