Objective: Prenatal screening and diagnosis are an important preventative measure to prevent birth defects. Under the new situation, the universal two-child policy may lead to the baby boom, which will result in the increased demand for prenatal screening and diagnosis to prevent birth defects. The study is based on free prenatal screening and diagnosis policy in Fujian province. The author evaluates the comprehensive effects and explores the factors concerning the implement of the free project, so as to make project sustainable, and provide scientific validities for relevant policies and services.Methods:The data is collected from Fujian provincial Health and Family Planning Commission, using the methods of quality&quantity to analysis the effect of free project implementation. Through questionnaire survey, we get to know the situations of the beneficial groups. Adopting binary classification logistic regression method to analyze the influencing factors of pregnant women's service utilization. By conducting the interview, we can gain deeper insight into the factors of the implementation process of the free project.Results:(1)The number of free projects has increased year by year, and the number of beneficiaries has increased from 30 thousand in 2010 to 100 thousand in 2015.(2) Serological screening rate is 87.8%,ultrasound screening rate is 84.76%. People has higher demands for service efficiency, publicity, hospital environment, services, staffing, accessibility and so on.(3) Free items improve the self-financed prenatal screening. The number of prenatal screening increases rapidly from 15.4% in 2010 to 60.3% in 2015, increasing 44.9 percentage points.(4) The overall satisfaction was divided into(4.48 0.70) points, which shows that the subjects are generally satisfied and very satisfied to the project.(5) Funding, staffing, personnel training, project promotion, participating in pregnancy schools are the influencing factors of the implementation the project.Conclusion: The project has been proven effective since the launching. However, there are still some deficiencies clouding the implementation process. Therefore, we highly recommend that the coverage should be expanded; and increase budget to ensure a smooth carry out. We must strengthen the capability construction of grassroots health institutions and processional maternity&child care institutions. It's significant to promote the grass-roots medical staff training, the optimization of service process, as well as service efficiency improvement count as well. If we enhance the role of pregnancy schools to encourage pregnant women to conduct self-screening; surely the improve the follow-up rate of pregnancy outcome will rise, thus to reduce the birth defect,etc.
