Studies On The Construction Of Chenzhou City's “Sports Combined With Medical” Public Service System

With the rapid improving of rural economy and living standard in China, the Chinese peasants have a higher demand for the health than any times. As a result, the sports' public service industry which helps to enhance the public health and the medical public service industry which serves to guarantee the public health are also required to make a progress in pace with the time. Although the rural sports' and medical public service systems have developed, some problems are raised during the developing process. Therefore, a whole set of scientific and effective public service system is highly demanded to improve the construction of rural sports' and medical public system and to adjust its development. In view of this, there is an irresistible trend to construct a rural “ sports combined with medical” public service system in the development of our rural sports and medical industries.This paper, using literature review method, interview method, investigation method, mathematical statistics and logic analysis and other research methods, is written to make a study on the construction of Chenzhou's rural sports' and medical public service. At first, based an survey and analysis of the current condition of these public service systems, it comes up with a assumption of Chenzhou's “sports combined with medical” public service system in application of some related sociology and management knowledge. And then, some strategies and methods are raised to solve the problems in Chenzhou's “sports combined with medical” public service system. Finally, a conclusion is drawn here. Based on some researches, it can be included that there are mainly five problems in the Chenzhou's rural sports' public service system. Firstly, there is a lack of sports' infrastructure and the utility rate of it is not high, while the layout of the infrastructure is not reasonable, either; Secondly, the input of sports public service is not enough and the source of funding is single. Thirdly, there is a lack of complexity not only in the sports' context but also in the structure of attending people. And more sports are demanded. Fourthly, since the sport instructors are not enough in numbers, people are lack of professional instruction in sports; Fifthly, more efforts should be made to improve the coverage, the variety and the frequency of the sports' promotion. On the other hand, six problems appear in the medical public service system. Firstly, the medical infrastructure is bad in quality and is not qualified in its medical condition; Secondly, there is a shortage of funding in medical public service and more sources of funding are needed; Thirdly, the satisfaction rate of people towards the overall medical service is not high and the residents' health files are not fully established; Fourthly, the rural doctors are not so competent while most of them are aged; Fifthly, different kinds of promotion methods are needed to improve the effect of medical promotion; Sixthly, in rural area, the medical treatment of a serious illness insurance reimbursement is limited.To solve these problems and to take the practical condition of the Chenzhou rural area into consideration, the construction of “sports combined with medical” public service system includes nine parts : laws and regulations, organization and management, infrastructure, human resources, business management, information service, security operation, and the mutual support in the physical health and medical insurance.During the process of constructing “sports combined with medical” public service system in Chenzhou rural area, some problems also come out. Firstly, become of the imbalanced economic development in Chenzhou, the entirely promotion of this public service system is difficult; Secondly, the laws and regulations for “sports combined with medical” public service system are lacked; Thirdly, there is a shortage of talents in the industries of sports and medical. Therefore, the paper gives some suggestions to deal with these problems. More laws and regulations should be made to facilitate the construction of the “sports combined with medical” public service system. Moreover, more funding and energies should be put into the construction of infrastructure, the enlargement of pilot area, and the cultivation of talents, especially the interdisciplinary talents. In addition, it is required to raise the level of service in fitness and health monitoring and medical examination, to strengthen the promotion of sports and medical knowledge and to establish the public information sharing service platform and an effective supervision and evaluation mechanism, etc.
