Research On The Metadata For Data Collection And Expression Of Health Statistical Indicators

Aim:The work of health statistical data collection involves 987 thousand health institutions and millions of health-statistics professionals in China. To ensure the accuracy of health-statistics data, the uniformity in different periods and different institutions, the nation must set corresponding standard specification. The main aims of this research:1. To design more scientific and practical metadata framework of statistical index, and to strengthen the universal property and normalization of metadata framework of healthy index.2. To develop the standard knowledge base of index of health-statistics and realize real-time inquiry, normalization and corrigendum of index of health-statistics. To solve the problems that metadata index is not scientific, concepts not clear, computing methods not unify, and to help more accurately grasp scientific application index and strengthen the reliability of statistical index in application.3. Constructing of a framework of health management statistical indicator and core metadata for a large enterprise, to improve the standard level of the enterprise health management information system.Methods:1. Through the comparison between health-statistics index metadata system of world and China, this research shows that Chinese health statistical index metadata is uncompleted and difficult to do a stereoscopic description, yet world health statistical metadata lacks computational formulas and has too many sub concepts inside the metadata contents. For the problems above, the writer draws lessons from the metadata's syllables of ontology information, combining the structure theory of ontology, to set a new kind of metadata framework from eight dimensions, making the description of metadata more stereoscopic and complete.2. Through the most famous wiki software, Media Wiki, combining the new-style metadata frame, we have built the standard knowledge base of Chinese health statistical index.3. Drawing and selecting the core metadata from the metadata frame of eight-dimension stereoscopic health-statistics, we have applied the new-style metadata frame into the building of statistical index system of health management of a large company. Result:1. We have built metadata frame of eight-dimension stereoscopic health-statistics, which includes eight dimensions, twenty-eight metadata. There are eight dimensions: sample methods, definition of variable terms, measure standard, classify system, statistic models, basic theory of collection, policy constrain, remarks. Twenty-eight metadata includes identifiers, index names, English names, abbreviations of names, data categories, index categories, index meanings, index definitions, index computational formulas, related terms, preferred data sources, other data sources, statistics report procedures, measure methods, counting methods, monitoring and assessing frame, gathering methods, grouping factors, measuring units, unit base, data colleting rate and period, data publishing rate and period, limitations of index, interlinkage, references, remarks, signs of reporting index, contacts.2. We have built the standard knowledge base of Chinese health-statistics index, which is a network based on wiki knowledge and a system that is dynamic, free to visit and edited by professionals who have health statistical and medical knowledge. It includes the normal health statistical indicators in medical area, which are descripted and explained from definitions, bores, formulas and so on. Its goal and tenet is to provide a free, convenient, and quick network knowledge base for our country, making health statistical index standard, and providing authoritative and reliable references and guidance in real application for the related researchers and workers.3. We have built the health management statistical index system and core metadata of a large company. Statistical index system includes staff, funds, service guarantee, health assessment, health examination, behavior dangerous factors, and prevalence situation. Core metadata includes index names, data categories, index definitions, grouping factors, measuring units, preferred data sources, data collecting rate, contacts, remarks. Conclusion:We have built new-style eight-dimension stereoscopic metadata frame based on the theory collection of varied metadata frame building at home and abroad and on the building theory of ontology. Combining new-style framework and Chinese health statistical index metadata, we have built a metadata inquiry tool based on Media Wiki, namely standard knowledge base of Chinese health statistical index, which can provides reference for our nation's health-statistics metadata research. The example of applying the new-style statistical metadata frame in wiki websites and the building of statistical index system of health management of a large company provide the beneficial exploration for the improvement of scientific inquiry, expression, corrigendum of health statistics.
