The Enlightenment Of Japanese Aged Nursing Service Policy Adjustment

Even with the current domestic situation in which the implementation of market economic system is very short and care insurance systems remains at theoretical research, there is overwhelming increasing in quantity and growth rate of government-run and privately operated elderly welfare intuitions driven by scale and diversified development of elderly care market. However, quality elderly care products, infrastructures; organizations (including community nursing assistance centers) and professional nurses are generally in short supply. The general shortage is accompanied by regional excess supply as a result of market requirement stimulation, for instance, rampant promotion of elderly products, pyramid sales of recovery facilities, gerocomia lectures as well as overflow regional privately operated nursing institutions, all of which coexist with the overall short supply. As for how to realize balance of supply and demand and the civilized healthy development of elderly nursing service by policies, we can draw experience from policy adjustment in Japan, which became aging not as early as Europe and America, but it is the first aging country in Asia. Japan has adopted policy adjustment for the purpose of protecting elderly people's free choice and complete coverage by learning from policy adjustment of international elderly nursing service, supply-demand balance of elderly nursing service, civilized elderly nursing service. Their experience provides significant enlightenment for designing, implementing and modifying elderly nursing service policies in our country.This article introduces the enlightenment of Japanese aged care service policy adjustment in five parts. The first part is an introduction of the whole text. Secondly, it introduces the designing process of elderly nursing service policies in Japan, including early-stage preparations for nursing service regulations in aging period, adjustment of nursing service policies as well as transformation of governmental duties and planning; Thirdly, it studies the characteristics of policy adjustment in elderly nursing industries of Japan including the features of contract policy adjustment, rewards and punishments policy adjustment as well as social supervision policy adjustment in elderly nursing service; Fourthly, it analyzes the enlightenment of nursing policy adjustment in Japan, such as investment in regulations and policies for elderly nursing, diversified duty model of governmental nursing service, incorporation of social forces in policy designing and social supervision mechanism of elderly nursing service; Finally, it concludes the perfect policy for elderly nursing service, governmental duties for elderly nursing agencies with a diversified investment background, social recognition on capital contribution of elderly nursing insurance systems and the realization of humanize principles in elderly nursing industries.
