The widespread use of chemical fertilizers in China has problems such as excessive fertilization and low utilization rates,which seriously endanger rural ecological environment and food safety.To this end,the state has vigorously promoted a number of environmentally friendly fertilization techniques to reduce the amount of chemical fertilizers and improve the efficiency of chemical fertilizers.,the most importantance of which is the soil testing and fertilizer application program.At present,scholars at home and abroad are focusing more on R&D and application of soil testing and fertilization techniques for soil testing and formulating fertilization projects.The research on the effect of soil testing and formulating fertilization projects is mainly limited to the results of field experiments and few studies have been reported on the effect evaluation after extensive promotion.The evaluation of the environmental and economic effects of the soil testing formulation implementation project is an important part of the promotion of soil testing and fertilizer application.Therefore,this study evaluates the environmental and economic effects based on the county level after the implementation of the soil testing and distribution project in the lower reaches of Liaohe River Plain,which plans to provide theoretical and empirical support to deepen the promotion of soil testing and fertilizer application projects for the government's relevant management departments.This study selected soil testing and fertilization project implementation area of Liaoning province—the lower reaches of Liaohe River Plain area as the research object,using the soil testing and formulating fertilization project batch,the annual nature of the advancement caused by the"natural experiment",the double difference method(DID)combines Kuznets curve(EKC decomposition model)and double difference method with C-D production function and supply response function to construct an assessment model for the effect of soil testing and formulating fertilization projects on regional environment and economy.At the same time,the study uses the six-year panel data of 27 counties from 2003 to 2015 of the lower reaches of the Liaohe River plain area to conduct a empirical reaearch.The results of the study indicate that:First,in terms of the environmental effects,the effect of the implementation of the soil testing and formulating fertilization projects on the reduction of chemical fertilizer application amount will appear from the fourth year of project implementation,and in the case of controlling other factors unchanged,the average annual reduction can be 24.19kg/hm~2after the implementation of chemical fertilizer application.Secondly,in terms of the economic effects,the implementation of soil testing and formulating fertilization projects has significantly increased the total output value of the crops in the sample counties(districts),and it has shown an upward trend year by year.Under the control of other factors,the total output value of the post-planting industry can increase by an average of 8.932 million yuan per year.Based on the above findings,this study believes that measures should be taken to deepen the promotion of soil testing and formulating fertilization projects from the following aspects,including improving the protection mechanism for technology promotion,building a diversified technology promotion model,establishing a long-term technical education and training system and adopting differentiated technology promotion incentives.
