Along with the development of technology of the new generation of internet, internet of things, and cloud computing et al, draw lessons from the idea of smart planet, the intelligent reservoir was proposed. In this paper, based on the stone river reservoir management information system for project background, the key technologies of the cloud computing data center scheduling and intelligent reservoir perception network architecture and middleware design were researched. Based on the demand of the information system of intelligent reservoir,multi-objective optimization algorithm was used to distribute the cloud virtual machine, and to design the reservoir perception network system and middle of architecture. And finally together with the present situation of the stone river reservoir irrigation area information construction,built the stone river intelligent reservoir wisdom reservoir information system, and verified the feasibility of method. Through the analysis and research, the main conclusion is as follows:(1) According to the data center cloud computing resource scheduling model, strategy and target, the multi-objective optimization algorithm was used for virtual machine resource allocation and adaptive dynamic scheduling, according to the comprehensive load capacity evaluation, historical load data trigger migration policies, and the migration overhead positioning strategy, virtual machine achieved the best match of migration physical machine selection strategy at the allocation and dynamic scheduling process, so as to achieve energy saving and improve the effect of resource utilization;(2) In the intelligent reservoir information system, because the mass information are multi-dimensional and many aging, so we need the data entry and pooling mechanisms which are unified and consistent. In the paper, Based on computing framework of IoT, and used the fit of reservoir perception network data acquisition, transmission and computing service technology system, according to the functional requirements of IoT gateway, the intelligent reservoir method of building information system software and hardware was described, and at the same time used the fit of cognitive network middleware technology, the cognitive resources dynamic management was realized, and the ubiquitous service was provided through the HTTP protocol;(3) On the basis of general introduction of the stone river reservoir irrigation area, this paper analyzed the stone river reservoir irrigation area management operation current situation and existing problems of informatization construction, and proposed the stone river intelligent reservoir information system idea and analyzed its functional requirements, stone river intelligent reservoir architecture was given, and finally described the desktop cloud application in reservoir information management practices, and the Internet of things technology applied in the reservoir of information system. For the stone river reservoir irrigation area to modernize intelligent management and efficient operation to provide the corresponding services.In general, as the top of the redistribution of water resources engineering of reservoir project, building intelligent reservoir information system for reservoir flood control, drought relief, water resources allocation, environment protection and reservoir management informatization, modernized, intellectualized, sustainable development will provide a new model of comprehensive management. Because of the intelligent reservoir information system construction is still in the early stages of the construction and development, so researched the key technologies of intelligent reservoir information system construction which has important practical value and significance.
