| The grassland snow disaster is a natural disaster with strong suddenness and tremendous harm.Because of the complicated reasons that involve the weather,climate,and various relevant social and natural factors,its occurrence appears some uncertainty.Therefore,itis a great threat to the economic development of animal husbandry in the grassland area,and also has a serious impact on the traffic,communication,transmission lines and other lifeline projects,resulting in the collapse of the housing and posing a threat to the lives and life safety of the herdsmen.At present,the study of the snow disaster loss evaluation is mostly to evaluate the loss,estimate the impact of the snow disaster process on the economic society and have a simple division of the snow disaster grade by determining the evaluation index system and establishing evaluation model and method.It’s unable to assess the loss evaluation of the grassland snow disaster quickly and accurately.This paper made a comprehensive study to the rapid assessment of the grassland snow disaster loss,merging the natural geography,disaster science,remote sensing science,grassland science and social economics together through the microwave remote sensing inversion method,GIS spatial analysis method and fragility curves method from a scientific point of view of the multi-disciplinary theories and methods.The study area that was chosen is Xilinguole area in Inner Mongolia.This paper analyzed the grassland snow disaster system in Xilinguole area according to the natural disaster system theory and regional disaster system theory;built a more accurate snow depth microwave radiation experience model to achieve the rapid retrieval the snow depth by making use of the microwave brightness temperature data of the domestic satellite Fengyun 3 microwave radiometer and combining the observation data of the ground meteorological stations and the field measured snow depth data;constructed regional snow depth-damage curvethrough the vulnerability curve method and the calculation of all the hazard bearing bodies’ loss rate of the grassland snow disaster on the base of historical disaster data;made a rapid and real-time evaluation of the grassland snow disaster loss,including the number of the population,livestock,canopy and the grassland area,and also the direct economic loss through FY-3B retrieval snow depth and the hazard bearing body lossrate curve are coupled,and the combination of the hazard bearing bodies spatial database,vulnerability database and other auxiliary information.On this basis,it put forward a defense strategy of the grassland snow disaster loss aiming at Xilinguole area.This study can assess the loss of the grassland snow disaster quickly,timely and accurately.It can also provide objective basis for the disaster assessment and insurance of the grassland snow disaster,which also has important significance for the government to formulate the grassland snow disaster defense management strategy,the disaster reduction planning,the deployment of the disaster prevention and relief work and the grassland development planning. |
