Shi Ji passenger high speed railway line is an important part of the backbone of four vertical and four horizontal high-speed passenger network in China.And joint debugging and testing is the key link of the dynamic acceptance before this line opening.The systematic hazard identification of joint debugging and testing of Shi Ji passenger high speed railway line and the risk management are conducted,which is the key link of this line opening and continuing safe operation as scheduled.First of all,based on the status of Shi Ji passenger high speed railway line,the process of joint debugging and testing are analyzed from 11 aspects,includes power supply,communication,signal,customer service,integrated grounding,electromagnetic environment,vibration noise,natural disasters and foreign invasion,and limit monitoring,operation test and driving according to the diagram.Then,based on SHELL model and business process analysis,it is divided into two aspects,the advanced and the ongoing hazard identification.There are 16 hazards in the advanced,such as testing high-speed train used the isolation mode during step-up speed test,which caused the isolation of the on-board equipment and unable monitoring and braking.Meanwhile,there are 10 hazards in the ongoing,such as unspecific testing disposal process and notification process when meeting bad weather,caused invalid test data getting.The factor analysis are used to determine the weight of the hazard source.And the risk level of Shi Ji passenger high speed railway line are evaluated based on the D-S evidence theory,which is at a higher level.Finally,based on the accident causation theory,control measures of unacceptable hazards in the advanced and ongoing are put forward respectively,includes method of driving organization and day plan during the joint debugging and testing of Shi Ji passenger high speed railway line. |
