Water is the source of life,the foundation of ecology,and the need for production.As an important infrastructure for flood control and water storage,the reservoir plays an important supporting role in China's national economic construction and rural rejuvenation strategy.China's reservoirs were built in the 1960 s and 1970 s.Due to the constraints of the production level at that time,the quality of the construction was poor.After a long period of operation,most of the water inventory was in a certain quality problem.At the end of the 20 th century and the beginning of the 21 st century,the state carried out the reinforcement of some reservoirs,but there were still some water inventories in certain quality problems.With the strengthening of our country's economic strength,to ensure the safety of people's lives and property and the effective use of water resources.The state has started a new round of reservoir disease detection and reinforcement.Spillway,as an important part of the reservoir hub,plays an important role in the safe operation of the reservoir and the water resources dispatch.The rationality of the design of the control segment is the key to ensure the safe operation of the reservoir and downstream flood control.At present,the selection of design schemes for the control section of the spillway project in China is based on the actual conditions of the projects and related technical parameters.The final plan decision is made after discussion by experts.The form of decision is relatively simple,and social and ecological factors are less considered.The design of the project is often more focused on whether the technical solution is reasonable and ignores other aspects.In this paper,aiming at the current status and existing problems in comparison and selection of design options of spillway control sections in current water conservancy projects,based on the analysis of commonly used evaluation methods,the advantages and disadvantages of each evaluation method are compared,and the design plan suitable for the spillway control section is selected.Based on the actual situation of the project,considering the impact of factors such as social,economic,ecological,and environmental factors,the assessment method for comparison and selection has established a qualitative and quantitative evaluation system that can be applied to the design of the spillway control section.The model provides reference for future engineering examples.Firstly,the paper determines the overall evaluation index,and classifies the overall index,and establishes an evaluation index system that compares the selected plans.Then,according to the basic principles of the AHP,a hierarchical structure model is established to determine the relative importance of each index,and a judgment matrix is constructed.The weights are then checked for consistency,the total weights are obtained,and the optimal plan is selected.Finally,the newly constructed Zhitian Lake Reservoir in Tai'an City,Shandong Province is taken as an example to verify the evaluation method proposed in this paper.The evaluation method and evaluation index system proposed in this paper provide a simple and efficient calculation method for the comparison of design options of spillway control sections,which provides reference for the future decision-making of similar engineering projects.
