Maritime transport is the main mode of international trade,and other ways compared to its large cost of transport.In recent years,with the vigorous development of maritime transport,the rapid increase in maritime traffic,followed by the ship and the goods are also showing a wide variety and a large number of trends.Port as a hub for distribution of goods and the center of its service efficiency directly restricts the cargo throughput,and inbound and outbound waterway as a necessary place for the ship into and out of the port,has increasingly become one of the bottlenecks of the overall efficiency of the port.Similarly,with the rapid development of the air transport industry,the flight of the airport and the airport airspace congestion problem has become increasingly prominent,it is in this case,based on performance navigation PBN(Performance Based Navigation)concept came into being.PBN refers to the performance requirements of the aircraft in terms of accuracy,completeness,availability,continuity,and functionality of the aircraft in the specified airspace or along the route and instrument flight procedures under the corresponding navigation infrastructure conditions.The introduction of PBN to improve the flight on the basis of security to improve flight flexibility,increase the efficiency of airspace,the airport to improve the operating efficiency of the play a great role.This paper starts from the similarities between the airport and the port and the similarities of the solutions,and takes the entry and exit harbor as the research object and the application of PBN in the specific port scene.Mainly completed the following work:Firstly,the similarity and principle similarity of PBN in ship port entry and exit are analyzed,and the application of PBN in the process of ship entry and exit is put forward.Secondly,the main application points of PBN concept in the process of ship entry and exit are expounded: the effective planning and utilization in the physical space and the optimization of the scheduling strategy,and the specific port inbound and outbound channel scene Under the specific application of the proposed program.Secondly,the research object is the entry and exit harbor channel rather than the ordinary channel,the operation mode is in the port environment,the ship into and out of the port process.The construction of the model is combined with the objective reality.The establishment of the model avoids the phenomenon that the model is overly idealized by the research focus.Thirdly,based on the established ship entry and exit process model and the proposed application ideas and concrete schemes,genetic algorithm is introduced to realize thescheduling optimization of ship entry and exit process,and the model is designed and implemented.Then,the scientific sample data are designed and simulated in a variety of situations.The results show that the PBN is effective and available in the process of ship entry and exit.The application of PBN in the process of ship entry and exit and the results of the application plan show a certain reference value and guiding significance to the actual operation of the port.
