In recent years,abnormal weather has occurred frequently,and more destructively.Ship's inbound and outbound operations have been impacted seriously,which is the main reason of the vessel delay.Due to the complexity of the weather,the impact of the weather on the waterway is characterized by randomness,real-time and dynamic.Thus,most of the current studies on ship traffic organizations cannot consider the effects of weather factors in the model,and there is a few of literature about port ship delay issues.On the other hand,with the introduction and development of port intelligent scheduling,VTS intelligence and intelligent maritime and other theories,uncertain factors are required to be considered to the port ship traffic organization system.To provide a reasonable traffic organization plan,it is necessary to establish the ship delay model to describe the relationship between weather changes and delay recovery,also establish a recovery scheduling model,and give the organizational optimization scheme for delay recovery.The main work is as follows:1.This paper summarizes the latest resesarch results of delay recovery,ship scheduling and other related problems,analysis of the navigation rules of Tianjin seaport compound waterway.It clarifies the law of the navigation mode change with the weather conditions,the process of ship entry and exit,and the priority of the different ship when meeting.The key issues of the ship delay recovery scheduling are deduced.2.The modeling of the port ship delay recovery with weather influences is established.Based on the analysis of the economic loss caused by the delay,the delay recovery model based on the delay sensitivity of the ship with the total loss is established.From the demands of the port,the multi-objective optimization model of minimum total recovery time and delay time is established.Considering the complexity of the constraint conditions and the variability of the navigation status of the ships in the fairway,the ships are classified according to attributes and the berths are gridding,design the data mining algorithm to calculate the ship's entry and exit time parameters.Based on the analysis of the key issues,the mode conversion constraints are established according to the conversion laws of different navigation modes.Considering the continuity of the process of ship entry and exit,the navigation process constraints are established.According to the navigation priority principle among different ships,safety constraints are established.For the problem of berthing and unberthing,the berth conflict resolution constraints are established.3.Aiming at the above optimization models,Simulated-Annealing-Genetic-Algorithm and Multi-Objective-Genetic-Algorithm are designed respectively.In this paper,the simplified integer coding for chromosome is designed for the multi-constraint,selection operator based on the rank allocation and crowded distance,partial mapping crossover and two-point variation are used to carry out genetic operation.In order to improve the local search ability of genetic algorithm,the evolutionary reversal operation is introduced,and the algorithm of illegal chromosome repair is designed to ensure the rationality of the solution.For Simulated-Annealing-Genetic-Algorithm,it effectively overcomes the precocious matter of Genetic-Algorithms,converge to the global optimal solution more quickly,and add the reinsertion operation to keep the population diversity.4.Test and verify port delayed vessel recovery models and algorithms based on the Electronic Chart Platform.Using the Traffic Organization Optimization Module in the Ship Traffic Simulation System as an interface reserved by the algorithm verification,and Tianjin port AIS data inbound and outbound dynamic data,restore the actual state of the ship out of port state,come to the total delay of the ship,the ship recovery time and shipdelay losses in the electronic chart,then contrast with the results obtained from the delayed ship model and the algorithm designed in this paper.This paper makes a comprehensive and systematic study on the delay recovery of port ships under the influence of weather.The relevant models and solving algorithms are reasonable and highly targeted,and the system of ship dispatching model and algorithm is improved,and the port traffic organization Optimization of the problem in-depth study laid a foundation.
