Traffic impact assessment refers to analyse the traffic impact that the new construction project will induce,and develop appropriate countermeasures to reduce the bad impact.Traffic impact assessment is closely related to urban planning and urban transport planning,It's part of the local urban transport planning.In the seventies of the twentieth century,the developed countries have carried out the traffic impact assessment research work,20 years later,China began to carry out the study of this system.The "Road Traffic Safety Law Implementation Regulations," is the highest rule of the traffic impact assessment Legal System,the Ministry of Housing and Urban Construction drafted "project traffic impact assessment technical standards" is the industry norms,local regulations and regulatory documents as the cornerstone of the traffic impact assessment Legal system,The current system has many problems,such as the upper and lower order of the standard does not form a corresponding system,the provisions of the authorities blurred,procedural provisions are confusion,the effectiveness of rules are difference in different area.The reason for these problems is the lack of uniformity in the understanding of traffic impact assessment and the lack of uniform upper lawIn view of the current urban traffic problems in China is becoming more and more prominent,traffic impact assessment is an effective measures to standardize urban construction,ease the traffic congestion,It's needed to build the national level of traffic impact assessment law system,making the competent departments is the supervisor department,Clarify the traffic impact assessment procedures,effectiveness of the standard,while building a sound supervision mechanism to ensure the implementation of traffic impact assessment.
