With the rapid development of China's economy,making the national economy has a clear upward trend,but also led to the development of the shipping industry,the economy to promote the development of the ship transport industry has become increasingly prominent and prominent shipbuilding industry and the rapid development of technology,created In recent years,the number of ships has increased dramatically,and the tonnage of tonnage has been increasing,and the throughput of China's ports is also showing a blowout.In recent years,many ports are increasingly expanding their construction scale,the number of new terminals,the number of berths and the number of navigation vessels are rising,the number of ships entering and leaving the port is also increasing,the port channel from the original natural port extends to the artificial deepwater port,Port waters of the navigation is also increasingly busy,the port waters of the safety of navigation is also facing the increasingly severe test.In this paper,the relative difference function method is used as a mathematical tool to evaluate the impact of navigational safety on the navigation environment.The specific research methods are as follows: On the basis of analyzing the environmental factors of water navigation,The research results of the scholars have determined the evaluation index system and established the multi-level evaluation hierarchy.Using the method of analytic hierarchy process,the combination of data analysis and expert experience survey has been used to determine the weight set of each factor of the evaluation index.The evaluation index of each evaluation index factor on the navigation safety impact research results,as well as expert interviews and the relevant survey data set the evaluation index factors risk assessment criteria;on the basis of this evaluation criteria to determine the evaluation of indicators of risk factors Standard membership table,the relative difference function method in variable fuzzy set theory is used to establish the fuzzy evaluation model.Comparing the results obtained by the relative difference function method with the fuzzy gray correlation evaluation method and the fuzzy comprehensive evaluation method,it can be seen that the difference of the three levels of eigenvalues is similar,which proves that the variable weight and the relative difference function are synthetically evaluated Law has good accuracy and objectivity.The relative difference function solves the problem of index interval selection.The level characteristic values obtained by the relative difference function evaluation method are higher than those obtained by the other two evaluation methods,which indicates that the method is more stringent for the safety of navigation.
