The implementation of the national highway toll collection is one of the important contents of the intelligent transportation construction of the transportation industry."Eleventh Five-Year" since the Ministry of Transport vigorously promote the national highway tolls,as of now the country has basically achieved highway charges.But from the current operation point of view,in the management model and technology there are two outstanding problems.Management model,mainly including the main body diversity,more conflicts of interest,the relevant laws and regulations and systems are not perfect,many models,it is difficult to achieve unified management.Technical aspects,including clearing more disputes,cheating more,networking monitoring work is not enough and so on.(1)This paper summarizes the existing highway management mode in China.At present,the provinces of the country mainly adopt the government-led network charge management center model,the government commissioned the formation of network toll franchise company management mode,the project owners to form a network management center model of charges and a combination of three patterns.Based on the analysis on the strengths and weaknesses of the three models,combined with the latest requirements of expressway networking toll,this paper puts forward the provincial department in charge of transportation and specialize in company management mode,and put forward the establishment and the laws,regulations and policies of form a complete set of security system.(2)In this paper,we study on the settlement and distribution problems.we need to focus on building the ETC 5.8GHz path identification systems,which includes the provincial networking toll settlement center(including regional data collection points)/ provincial network toll management platform,toll center,toll station/ ETC free stream identifier,toll lane.We also need to build the highway ambiguity path identification systems,which include GSM,5.8GHZ,and license plate recognition.By analyzing the types and causes of cheating in the highway,we need to build the highway networking toll closed loop anti-cheat system.Aiming at the problem of the monitoring of the network,the paper puts forward the measures to strengthen the industry,improve the technology standard of the networking test and improve the quality of ETC.(3)This paper makes an empirical analysis of the Hubei province expressway networking toll.In the future,the scale of the highway of Hubei province will continue to increase rapidly,which puts forward higher requirements for expressway networking toll.Meanwhile,there are some problems including the more difficult highway network toll management,the more application of anti-cheat system and path recognition technology,the better provincial cooperation.To solve the above problems.In this paper,we will further improve the networking toll management structure,further defined the networking charge management function,build the provincial departments of transportation and specialize in company management mode,accelerate the construction of complete distribution and settlement system and test,implementation of highway polysemy path recognition system,speed up the construction of highway closed-loop opinion suggestion to prevent escape fee system.
