The risk assessment and resilience assessment of flood disaster have always been the key areas of disaster risk research.The exploration of evaluation methods has also become a research hotspot.In this paper,the flood risk assessment model and resilience assessment model based on D numbers theory were mainly discussed.The main contents are as below:(1)The flood risk assessment model based on both the entropy AHP(Analytic Hierarchy Process)and D numbers was raised against those uncertainties in flood risk assessment;in other words,the third level index in flood disaster risk assessment index system was represented by D numbers,and the structure entropy weight method was introduced to determine the weight of the corresponding indicators at all levels at the same time;moreover,the ordering scheme of the flood disaster risk from place to place was given based on D numbers synthesis rule.In the end,the feasibility and effectiveness of this method was verified through actual examples.(2)The flood risk resilience model based on the D numbers distance was considered.The flood risk resilience assessment index system represented by D numbers was structured based on the Pressure-State-Response(PSR)concept at first,and the structure entropy weight method was used to determine the weight of the indicators at all levels;the ordering scheme of the resilience abilities based on D numbers distance-TOPSIS method was established;in the end,the feasibility of this method was verified through actual examples.(3)The flood risk assessment model based on language D numbers was discussed;the structure entropy weight method was used to determine the weight of the indicators at all levels correspondingly;furthermore,the ordering scheme of the flood disaster risk based on language D numbers was given;in the end,the evaluation results of flood disaster risk under different linguistic scaling functions were discussed,and a comparative analysis was made between the above and those conclusions in(1).(4)The flood risk resilience model based on language D numbers distance was established;the structure entropy weight method was used to determine the weight of the corresponding indicators at all levels;the ordering scheme of the flood disaster resilience abilities based on language D numbers distance-TOPSIS method was structured;furthermore,a comparative analysis was made between the above and those results in(2).In the end,the full paper was summarized.
