With the rapid growth of the installed capacity of renewable energy such as wind power,coupled with the adjustment of industrial structure in China and the increase of electricity use in urban and rural residents,the peak-valley difference of power system increases year by year.However,power systems in China lack of flexible peaking power supply,thus peak load regulation problem arises.The difficulty in peak load regulation has become one of the important reasons for the restriction of renewable energy power generation developments.Thermal power units,as the main peaking power supply in China,if they could obtain reasonable peak load regulation auxiliary service compensation fees,would have incentive to actively participate in peak load regulation auxiliary services,effectively promote flexibility reform,and fully exploit their peaking potential.This would be of great significance to ease the current peaking pressure,accept more renewable energy,and promote the transformation of energy structure in China.Under the scheme of peak load regulation ancillary service nowadays in China,based on the analysis of current compensation mechanism problems of peak load regulation ancillary service,this paper puts forward the deep peak load regulation compensation model of thermal power units considering subjective and objective factors,and the deep peak load regulation compensation model for thermal power units undertaking flexibility reform.From the view of a unity of opposites of the subject and object of peak load regulation,the influence of subjective and objective factors on peak load regulation is analyzed.Based on the above analysis,a method for determining the critical peak load regulation rate of units is proposed and the peaking capability coefficients of units are introduced to modify the contribution energy of deep peak load regulation and the system peaking demands coefficient is introduced to modify the compensation standard.Thus the deep peak load regulation compensation model of thermal power unit considering subjective and objective factors is established.Based on the principle of reasonable compensation costs and reasonable profits,the deep peak load regulation compensation model for thermal power units undertaking flexibility reform is designed,in which the compensation fee is divided into three parts: the capacity compensation fees for the compensation of fixed costs produced by flexibility reform of thermal power units;the energy compensation fees for the compensation of variable costs of thermal power units participating in the deep peak load regulation;the benefits compensation fees giving reasonable profits to thermal power units participating in the deep peak load regulation.Case studies show the rationality and validity of the proposed deep peak load regulation compensation model of thermal power units incorporating the subject and object of peak load regulation and the proposed deep peak load regulation compensation model for thermal power units undertaking flexibility reform.The above work can be used as a reference for the current deep peak load regulation compensation mechanism and the future compensation mechanism for thermal power units undertaking flexibility reform in the future.
