Research On Planning And Design Of The Outdoor Space Barrier-free In Winter City

With the rapid development of China's economy and society,the concept of social fairness and justice has gradually come into being.The CPC Central Committee and the State Council in 2016 released "suggestions on Further Strengthening the administration of city planning and construction ",put forward "to share the concept of development,improve the supporting public service facilities","vigorously promote the construction of barrier-free facilities,to create a convenient and fast life circle".The development of social civilization and the improvemen t of science and technology make people pay more attention to the improvement of the quality of life.Disabled people travel and living environment problems gradually aroused widespread concern of the whole society.The barrier-free design has extensive academic research and successful practice,but in the winter city of barrier-free design research is not rich,the need to constantly adjust and improve the barrier-free design in planning and design.At present,the barrier-free facilities of winter cities in China have problems such as low utilization rate,poor continuity,weak climate protection and unreasonable planning and design.In view of the above phenomena,this study puts forward the barrier-free design strategy adapted the winter cities from the planning point of view.Through in-depth excavation of domestic and foreign advanced ideas and technology,successfu l practice,analysis of barrier-free design of the main problems and the future development trend,combined with regional cultural and clima tic characteristics of winter city,this method conform to the winter city of barrier-free design and strategy,in order to improve the quality of life for people with disabilities..The emphasis of this study is to put forward the obstacle free plan ning and design strategy in winter cities.Firstly,this paper defines the main direction and related concepts of the subject,and analyzes the theory of shared design,ergonomics,environmental psychology and other related theories.System to study the scale of the disabled,the psychological and behavior characteristics,barrier-free regulations and standards at home and abroad,the outdoor space accessibility related practice,cold outdoor space of barrier-free facilities,micro climate characteristics,behavior characteristics and the main points of the barrier-free design,as well as the successful practice of barrier-free design and climate protection.Summarizes the barrier-free construction situation,laws and regulations as well as the design strategy of related research in Harbin.Investigate and study the construction,use,management and maintenance of barrier-free facilities in public areas of the central area.Barrier-free facilities are divided into three categories: transportation,services and information,research the present situation and the usage,understand the existing problems of barrier free facilities and the actual needs of the disabled,laid the foundation for the future barrier-free planning and design strategies.Finally,according to the analysis results,put forword the 4 principles of the barrier-free in winter cities: demand guidance,continuity,least resistance,accessibility of information,as well as the five major strategies,including the regional classification development planning,improve the climate protection,strengthening the humanistic care,building intelligent barrier-free system.
