Green retrofitting for existing buildings becomes one of the trends of the sustainable development of construction industry as the results of environmental pollution and resource shortage,but there is a clear lag in our country’s retrofitting project on account of the blindness of decision makers about retrofitting contents and the misgiving of owners about retrofitting benefits.Under the condition of limitive human,financial and material resources,it is important to identify a building with strong retrofitting desire of owners,great performance improvement space,technical feasibility,and great benefit by potential assessment before retrofitting it,which can avoid the waste of resources causing from blind retrofitting and promote the retrofitting projects.Based on the above background,this paper defines the climate zone,the limits of retrofitting,and the potential assessment firstly,then,sets up an assessment index system which applies to the buildings in cold area from three aspects “owner factors,construction’s green performance,cost-effectiveness” by using the DPSIR model.The index weights are given by FAHP and corrected by Entropy,and the potential assessment model is constructed through Grey Euclid theory.After formulating assesment principles,this paper finally establishes a set of “DPSIR-FAHP-Entropy-Grey Euclid Theory”assessment system.Using the assessment system to evaluate the retrofitting potential of a residential building of Xi’an,the result shows it has a larger retrofitting potential,and this paper makes a preliminary retrofitting plan.Finally,this paper puts forward some countermeasures about how to retrofit after analyzing the top ten influence fators.Thie paper sets the assessment system by an innovative study of owner’s be-haviral intention to green retrofitting and cost-effectiveness factors.It is easier for owners to judge the benefit and for retrofitting plan makers to identify the retrofitting contents,to some extent,which will be conducive to promote the development of green retrofitting project for existing buildings in China.
