In recent years,climate change has proved to be a huge threat to the environment,most of which is caused by greenhouse gas emissions from human activities.Urban communities as the smallest constituent cells of urban structures,,can effectively boost the national carbon reduction targets at the community level.National Development and Reform Commission in 2014 promulgated the "Implementation of low-carbon community pilot work notice"(Fugai climate [2014] No.489)proposed a community carbon reduction experimental program.Chongqing as the first batch of low-carbon pilot cities,has begun to carry out low-carbon community pilot construction.In the current construction of low-carbon communities found that the existing low-carbon community transformation in the research level and practice there is a significant shortage of quantity.Different types of existing communities have different characteristics and problems,and the key factors that affect their community's carbon reduction are different.In the concrete operation,it is not possible to propose adaptable low-carbon transformation strategies and evaluation methods for existing community problems and needs.Key issues such as lack of decisive issues,and ultimately difficult to achieve the desired carbon reduction purposes.In this study,the objectives of carbon reduction were incorporated into the needs of community residents,national guidelines,technical personnel and government management.The catalytic effects of special industries,enhance community vitality,and strengthen the participation of community residents and access to a sense.Low-carbon action will be transformed into community residents to save money,improve the environment,improve comfort,health,safety,quality of life and other perceived experience,to maintain community residents long-term participation in low-carbon endogenous motivation.Based on the key issues and needs of the main urban communities in Chongqing(related to carbon emission)and the requirements of the "Low-carbon Community Pilot Construction Guide"(National Development and Reform Commission 2015),Chongqing's main urban low-carbon(existing)community classification system was constructed,(Or pertinent)evaluation index system and implementation path of the existing low-carbon pilot construction of existing communities in the city,and put forward relevant supporting policy recommendations.The conclusions of this study are:(1)Based on pre-data analysis and existing community research,the paper proposes the classification system of low-carbon communities according to the problems and needs of different communities.Through the use of the types of classification-key elements(priority issues)-evaluation index system-implementation path-policy recommendations.(2)By combing the NDRC's "Low-carbon Community Pilot Construction Guide"(2015),the 8 types of first-level indicators for the construction of existing communities in the city are analyzed,and the correlation between the demand for various types of problems and carbon emissions is analyzed.Combining the low carbon of the typical existing community residents Green transformation,new type of industrial facilities,industrial innovation,cultural transmission,low-carbon operation,and other types of low-carbon pilot transformation of existing communities in urban areas.(3)Through the investigation of technical personnel,management and community residents' committees and residents,the key problems of different subjects are sorted,the key elements of different types of communities are selected and the evaluation index system of different types of low carbon communities are constructed.Types of low-carbon pilot communities in the main evaluation index control in 3-5 indicators,is conducive to the assessment of the relevant departments of management.(4)Analyzes the role of each subject in the transformation of low-carbon communities,connects the key issues of different types of communities with different implementing subjects,and proposes different low-carbon pilot communities based on the low-carbon community evaluation index system for different types of communities.Implementation path and action list(5)Policy recommendations on supporting the transformation of low-carbon communities were put forward from aspects of planning policy,land policy,environmental policy,management policy and certification method.The certification method for each type of low-carbon community is proposed.Evaluation and certification of the transformation results are carried out.Each type is evaluated to three grades,and the corresponding labels are issued to encourage the results of low-carbon community construction.In this paper,the relativity analysis is used to qualitatively study the relativity between community key problems and carbon emission influencing factors,so as to enhance the scientificity and effectiveness of low-carbon transformation elements and low-carbon methods.This paper proposes the classification,method and index system of low-carbon community classification reform,and puts forward relevant policy suggestions on the basis of relevance research.It provides the theoretical guidance for the low-carbon transformation of low-carbon communities in China.
