Research On The Key Methods Of Air Traffic Controllers’ Scheduling And System Realization

As aviation transportation develops,the number of sectors and controllers are increasing,and ATC departments of different regions have implemented various means of duty-shift according to the conditions of human resources and environment.Air traffic control is a24-hour service that requires extreme safety level,and a sensible means of duty-shift has been a top issue all the time.In our country,controller duty shifts are arranged manually.However,such a way cannot keep up with the pace of the rapid increase of controllers,and it gets more complicated when certain restraints are taken into consideration.As such,the development of an automatic schedule system is in urgent need and is the topic of this dissertation.The main jobs of this dissertation are as follows:1.After the investigation and research in Northwest ATMB,questionnaire concerning duty-shift impact on controllers,weight of duty-shift influence factors and scheduling influence factors has been designed and 229 effective ones are analyzed,and by calculating weights of influence factors using analytic hierarchy process,weights of factors and relevant suggestions are given.2.scheduling means of 7 ATMBs across the country are collected and concluded,and with scheduling requirements of Northwest Control Centre taken into consideration,adaptivity of various means of duty-shift are calculated and suggestions are given,accordingly.3.An equity-based controller-scheduling model has been developed.In this model,from the prospective of equity,and with restraints of CAAC regulations considered,controller working time span is chosen as measurement of equity to construct automatic scheduling model.Further more,to extend the model,key influence factors such as night shifts and shifts in each sector are added.By designing algorithm for equity-based scheduling,automatic schedule is carried out.Equity of controller scheduling can then be improved,and a better configuration of human resources is realized.4.A controller scheduling management system is developed.Automatic scheduling can be carried out by feeding controller information into the system,with the requirements of CAAC regulations satisfied,and different duty-shift modes can be chosen,and settings and modifications can be made to the scheduled timetable.Controllers can check his/her duty time using Search function and can modify the timetable manually using Manual mode so that temporary requirements can be satisfied.
