Study On The Informatization Management Of Underground Utilities In Shenyang Hunnan New District

Underground Utilities which are called the lifeline of city development are an important component of the municipal infrastructure. It is a basic guarantee of city function to operate and develop. It features basic, public, monopolistic and concealed. In recent years, with urbanization, modernization reform of old urban districts and fast development of the newly exploited areas, traditional management of underground utilities exposed to a series of deficiencies and problems, such as ‘unauthorized pipeline construction’, ‘street zippers’,water or electricity cut-off caused by pipes break by accidents during construction, even the grave worksite accident 11.22 Qingdao oil pipeline explosion which made bad influence on both society and people’s lives. All these above show a lack of awareness, rules and regulations, management approach. It has become a burning problem to improve the management effectiveness and realize efficient operation of municipal infrastructure for supervisors as well as broad masses of the people.As a new key development zone, Shenyang Hunnan New District aims at becoming a city model of internationalization and modernization. Thus, high standards are called for underground utilities management. It has become an important issue to carry out fully the task of Hunnan utilities management. Through analysis of the practical problems in Hunnan utilities construction, this essay propose some possible ways to solve problems with informatization management methods as well as provide some reference for underground utilities management.
