Application Of Open Block Model In Urban Planning Of Jingzhou City

In February 21,2016,"a number of opinions" the CPC Central Committee and State Council on Further Strengthening the administration of city planning and construction of the proposed "to strengthen the planning and construction of the blocks,cascade clear new area to promote the development of open,convenient,appropriate scale,complete and perfect,harmonious neighborhood life block.New residential blocks to promote the system,in principle,no longer closed residential area.Has built residential quarters and the compound to gradually open the unit,the realization of the internal road to the public,to solve the problem of the layout of the road network,and promote land conservation.Set up the "city road layout concept of narrow roads,road net,road network system construction of expressway,primary and secondary roads and branch reasonable gradation." This idea is mainly to solve the problems in the development of urban traffic and other issues.There are a lot of problems in residential district construction in city,especially the city road traffic and environmental pollution problems,has seriously affected the quality of people’s lives and health,this policy has caused a heated debate in the community,especially the planning of the construction industry.The traditional closed area to a large extent to solve the people’s housing security issues,but also for people to provide a comfortable and quiet residential environment.City change rapidly brought many new changes,the city population and the amount of automobile has brought new problems to the city traffic: the city road structure unreasonable,traffic congestion,indirectly lead to severe haze,inadequate use of land resources,city block vitality loss etc… In view of the domestic experts and scholars also proposed vehicle limit travel,limited access,lottory number of purchaseing vehicles,congestion fees charged parking fees,these are difficult to fundamentally solve the problem.Many small and medium-sized cities have not taken any measures,traffic problems are becoming more and more serious.In this paper,through theoretical and practical experience at home and abroad on the open street,with residential construction analysis of city spatial structure and traffic problems in Jingzhou City,will open Neighbourhood Policy and concept applied to them,respectively at the level of overall planning and controlling detailed planning level put forward some application strategies to solve the traffic problem in the city.
