Now the coal fired thermal power plant turbine generator unit develop in the direction of the large capacity and high parameter because of good performance on economic benefits, energy-saving and emission-reduction. So the turbine control system logic is more complex, especially in the variable condition. At the same time follow the generator unit capacity increase power plant put forward higher requirements to turbine control system for stability,reliability and high automatization.This paper focuse on 1000MW ultra supercritical steam turbine control and protection system. Base on actual turbine control system project and analysis steam turbine control system main component assembies static and dynamic characteristics.Establish the mathematic model of the major part of the method by mechanism analysis and build simulation model of control system via modular modeling method.Use MATLAB simulate function verify the control system model. According to advanced design concept of million kilowatts of thermal power units turbine control system at domestic and abroad as reference, analysis of this type of turbine unit operation mode and control function .Use Symphony Pluse programming language to design turbine control system logic then do the simulation test to verify the programe include speed loop,load loop. It’s useful for project commissioning, and application .A fuzzy self-tuning PI controller is designed try to imporve steam turbine control performance by using fuzzy control combine with traditional PI control. It’s simulated in MATLAB for speed and load output curves under different disturbances,and compared with traditional PI controller application. In the end section tranfer self-fuzzy PI controller to engineering logic used composer software and download to hardware control try to use this kind of PI to do simulation test for turbine speed control and load control .
