Due to the special terrain of the high plateau airport,the altitude of the airport is higher than that of the plain airport,which makes the air density lower and poses a great problem to the personnel and the aircraft.The high plateau airport is surrounded by mountains which results in poor airport clearance environment.The changeable weather of the plateau region leads to the aircraft's difficult operation and the higher frequency of bad weather,which seriously affects the normal takeoff and landing of the aircraft,bringing great inconvenience to passengers.Because of so,the flight dispatch of the high plateau airport is more difficult than the plain airport and also particularly important.How to ensure the safety of the flight operation in the plateau airport is a prominent problem of all airlines.This paper aims to establish a high plateau dispatch system and focus on the analysis of the factors influencing the dispatch of high plateau airports and the key technologies of the high plateau dispatch system.Based on the airline survey,this paper analyzed and contrasted the factors which need to be considered and the dispatch procedures of flight dispatchers of dispatch in plain airport flight and dispatch in high altitude airport.This paper analyzes the factors that should be taken into account in the dispatch of high plateau from the aspects of the crew,in particular the captain,high plateau airport takeoff and landing standards and landing time,aircraft,MEL,meteorological information and explains the rules of the high altitude airport's dispatching.Secondly,This paper analyzes the influence of the cyclone system and the anti cyclonic system on the Qinghai Tibet Plateau in different months,and the influence of the jet flow on the flight operation in high plateau by NOAA data and draw the flow chart and the jet position through software called Grads;In this paper,the special geographical position and the special weather system and weather phenomena in the plateau of Qinghai Tibet Plateau are analyzed and pin down the Input neuron of high plateau weather dispatch decision mode are the correction of sea level pressure,visibility,blowing sand,downwind wind speed,cloud base height,precipitation,thunderstorms,wind shear,jet impact and road surface pollution,etc.Based on BP neural network,the model of weather dispatch decision is established and the reliability and accuracy of the model are verified by a sample of Lhasa-Chengdu route for a year.Finally,this paper completed the function of meteorological message analysis based on MATLAB in BP neural network weather dispatch model.This design fulfilled the highplateau dispatch decision system which is consisted of user login module,route selection module,meteorological message analysis module and weather map dynamic display module.
