It is an effective measure to set reasonable speed limit value to balance the efficiency and safety. It is not only for the majority of traffic participants to provide a good traffic environment and service levels, but also for traffic managers to provide a basis for reference.This thesis took the efficiency, comfort and safety as the goals, and established the urban roads basing on the ideal conditions of the human - car - road maximum speed reference value calculation model. The regression analysis was carried out by the investigation of operation speed based on different road characteristics to get the relationship of operation speed and road conditions (number of lanes, the lane width, the form of the central segregation, the isolation form of motor vehicles and non motor vehicles, main and side roads openings, etc.), and on this basis, reducting the maximum speed limit value,resulting in the final speed limit.According to the different characteristics of urban roads, the maximum speed limit val-ue of urban expressway and the maximum speed limit value of urban arterial roads were est-ablished. Urban expressway speed limit reference value was based on the maximum speed of the driver feel comfortable, the maximum speed of the vehicle, the maximum speed of vehic-les keep safety distance based on different road surface. On this basis, combining with the charcteisitcs of urban arterial road, the thesis established the maximum speed of different intersectionspacing, and got the maximum speed limit value of urban arterial roads basing on the four speed of the comprehensive effect.Through the development of urban roads traffic data investigation scheme according to different research purposes, velocity characteristics were obtained under the road free flow;this thesis got the correction factor of each influencing factor and the corresponding maximum speed limit value by regression snalysis. Finally, the maximum speed limit was given based on the profile alignment.
