Intersection delay is the main part of the delay of the urban main road, and the research on the intersection is one of the hot spots in the field of transportation. Waiting area for through vehicle is an effective measure to reduce the intersection delay. Optimal offset can make the delay of the urban main road as small as possible. Previous optimal offset model didn’t take into consideration the case where the intersection of waiting area for through vehicles, so the delay of the urban main road was not as small as possible.In view of the above problems, this paper analyzes intersection delay based on offset according to the conservation of vehicles from the two direction traffic flow in the case of waiting area for through vehicles at intersection. The intersection delay of the starting and end point of the main road only considers the delay caused by entering and leaving the main road, the remaining intersections consider the two direction traffic flow delay. On the basis of traffic wave theory, taking the progressive coordination control as an example, the range of the phase difference is analyzed from the angle of queue length. F inally, the optimal model on the offset of the urban main road with waiting area of through vehicles at intersection is set up combined with delay and scope of offset of general intersection. An improved genetic algorithm is used to solve the optimal offset. Meanwhile, for the issues that selection operation easy to fall into the local optimal, crossover and mutation operation using a fixed probability is not conducive to solving the optimal results. An improved selection operation is proposed in the selection operation.Crossover operation and mutation operation adopt adaptive crossover and mutation probabilities. In order to solve the problem that the offset is restrained and the penalty function method can increase the computational complexity, the operator correction method is designed.Finally, the improved genetic algorithm and the genetic algorithm are used to solve the optimal offset under minimum delay in the MATLAB platform. The simulation results show that the improved genetic algorithm is faster and more stable than genetic algorithm. Two examples of traffic conditions combined with the optimal offset have done the vissim simulation. The correctness of the model is proved by comparing the delay before and after optimal offset. The validity of the model is proved by delay of intersections with the effect of waiting area for through vehicles solved in the model and literature 13 model.
