Research On Risk Management On Special Purpose Railway Wagon R&D Project Of SC Company

In recent years, as national economy continued to slump, the demand for coal, ore and other bulks will not continue to grow rapidly, the whole demand of goods transportation will be significantly slowed down. During "thirteen five years plan" period,mainly purchase open-top wagon become a thing of the past, various model and small bitch special wagons will be the trend of the market demand in order to satisfy diversification and personalized demand. Therefore, the railway equipment manufacturing enterprises will focus on design and develop new type wagon project which will bring a series of risks,if the risk is not effectively managed, the project will failure, also the enterprise will lose profit. However, the normal enterprise lack of awareness of the risk management, and not complete recognize all risk factors. Hence,it is significant to study the risk management of railway.SC company's special railway freight car research and development project is the research object of this paper, the project is a national project, which is an great opportunities and challenges for the development of SC company.Base on the background, contents and characteristics of the research and development project of the special railway freight, this paper, summarize the risk characteristics;analysis and identify the risks; Risk assessment by using probability matrix; determine the risk level of every risk factors; the risk factors that have been identified are formulated to risk response strategies and specific preventive measures, and proposed risk monitoring method for the project; As per SC company characteristics, this paper establish safeguard measures from four field including ristk awareness organizational structure, resource allocation, system established.
