The Study Of A Strategy In Village Planning Based On Villagers' Preference

The main idea of the thesis is village planning based on villagers' preferences,and the purpose is offer a new feasible strategy to this kind of village planning.After the village planning has been incorporated into the urban and rural planning system,more and more attention has been paid to the village planning,it has also been well developed.Now,the village planning is transiting from the government-dominated to the villager-dominated.The key point of village planning in the future is respect villagers' preferences and public participation.Based on the analysis of these questions(the development of village planning at home and abroad,the governance of rural community,the composition and characteristics of villagers' preferences,the governance model of negative list),the author upholds a question-oriented thought,and makes a systematic study on related theory(the government by law,public participation,the grade structure of interpersonal communication in rural areas,green development).After doing these things,the author comes up with a suggestion(the construction of government by law and remodeling village's self-organization)to solve the real problem in the act of government and the self-organization of village.Using the rule of law in administration to standardize government behavior in the village construction.Using the negative list to achieve effective governance in the village planning.By some means(guaranteeing the village committee to line of duty in real village autonomy,remodeling the grade structure of interpersonal communication in village,maintaining the institution of folk tradition and informal discussion,letting the rural elite to play the leading role in the development of village's industry)to complemented the self-organization of village.Based on the support from the government by law and the mature self-organization of village,and according to the different stages of village planning and the focus of villagers' attention,the author divides the public participation in village planning into 6 stages(breeding stage,investigation stage,planning stage,examining and approving stage,implementation stage,governance stage),and makes a detailed research on the ways and contents of villagers' participation in village planning to achieve the aim for respect villagers' preferences and carry out effective public participation.The author use new role of the government by law,new governance of the negative list,new reestablishment of the village's self-organization and new depth of public participation to establish a strategy in village planning based on villagers' preference.The focus of the strategy in the village planning process includes land use and resource protection,spatial distribution and entire style,industrial development and pre-job training,inheritance and protection of the history and culture,housing construction and homestead's management,construction of infrastructure and public service.The core of the strategy in the village planning implementation includes diversification of funding sources,implemental order of rigid demand and elastic demand,coordinated implementation of productive and living projects.The key point of the strategy in governance of village planning includes self-discipline of the village regulation,autonomous control of the village committee,efficient governance of negative list and mandatory provision.On the practical side,after summing up the survey results and relevant literature,the author makes a systematic analysis to Hongbuzi village,and put the strategy into practice of Hongbuzi village planning.Based on the specific act of government,planning governance of the negative list,comprehensive self-organization of village,methods and content of the public participation,the author makes a detailed project of Hongbuzi village planning to provide an effective reference about villagers' preference in Hongbuzi village planning.
