With the continuous growth of population and the expanding of economy scale,the regional engineering,resource and quality induced water shortages have become increasingly prominent.It has become an important and urgent strategic task to practice the most stringent water resource management system in China.The improvement of the water resources monitoring capacity is a key measure in practicing the most stringent water resource management system.However,the current monitoring facilities,management measures and monitoring systems of water resources in China cannot meet the requirement.Therefore,it is of great practical significance to study the design,operation and maintenance of water resource monitoring system.It can improve the water resource management ability and level.In The project of constructing the national water resources monitoring capacity is an important starting point to improve the water resources monitoring capacity throughout the country.As one of the research regions of the national water resource monitoring ability program,the current status of the water resource monitoring ability and the problems of completed monitoring ability programs of Sichuan Province were analyzed to improve the monitoring ability of Sichuan.The overall framework of the water resource monitoring system in Sichuan was studied,and the typical design of monitoring points was completed.In addition,the benefits and risks of the monitoring system construction were analyzed.The main research contents and achievements are as follows:(1)Analyze general situation,management status and existing problems of water resources in Sichuan Province.The water resource in Sichuan is abundant,but the management mode is extensive,which leads to the waste of water resources,the low efficiency of water usage,and other problems.Therefore,the construction of water resource monitoring system is an effective technical measure in solving the problems in water resources management.(2)Systemically analyzes the current status of water resource monitoring ability in Sichuan Province,and the problems of completed water resource monitoring ability programs.The water resource monitoring ability of Sichuan is still at the preliminary stage.In view of the problems exposed during the construction and operation processes,the countermeasures to improve the water resource monitoring system was proposed.(3)Study and design the water resource information management platform and monitoring system according to the water resource management status and improvementrequirement of Sichuan.Three different types of monitoring points(non-agricultural use of water,agricultural use of water and drinking water source area)were selected as the design objects.Typical design was made according to the local conditions,and the design schemes and the bill of quantities were proposed to provide scientific basis for the future construction of the water resource monitoring system.(4)Analyze the benefits of the water resource monitoring system from the aspects of economy,society and ecology;analyze the risk from the aspects of risk factors,risk level division,risk evaluation method,and verify the feasibility and necessity for the construction of the water resource monitoring system.
