The latest CLARKSONS study shows that the bulk cargo transport occupies 35%to 40%of the share in the maritime market,starting from 2010,bulk cargo transport remains a steady growth momentum,although there is a trend of gradual decline in 2009,since 2010 the bulk cargo market is still maintained a steady and sustained development,wherein the break bulk cargo about 15%to 18%.Ship dispatch is one of the most important aspects of the optimal allocation of the tramp shipping capacity resources.The efficiency of the ship dispatch,The safety and quality of transportation are closely related to the quality of dispatching work.Which also directly determines the economic benefits of the ship and the overall profit income of the shipping company.The situation of excess transportation capacity under the influence of the financial crisis has gradually emerged,The global maritime trade significantly weaker.How to balance the profit and return on customer-specific needs of the target service in the new competitive situation is a high theoretical and practical value issue.In this paper,the traditional tramp ship dispatch problem has been improved,considering the loading and unloading time requirements of the relevant goods,a nonlinear programming model with time window constraints is proposed.Under the condition that the avoidance of incompatible and segregation,the specific flow of the goods,ship tank capacity and DWT,it's a complex route to the simultaneous handling of multiple cargo ship dispatch problem,Analyze the reason of the difference between the improved model and the traditional model,propose a solution to overcome the occasional tramp ship dispatch without a theoretical basis,simply rely on the personal experience of the operator Difficulty in decision making.
