Research On The Innovation Of Government Supervision Mode Of Beijing Construction Engineering Quality

In recent ten years,the integration of urban and rural areas in Beijing is rapid,building construction and municipal,rail infrastructure is accelerating construction,the construction industry is the rapid development.Quality supervision organization has been shouldering the responsibilities of government supervision of the quality of construction projects,play a positive role,but in the new situation for many years the formation of the supervision model is facing many new problems.For instance,the quantity,volume and investment of construction projects have steadily increased year by year;Architectural forms vary,construction methods and diverse,high technology content;The construction market is fully open,and the establishment of the integrity mechanism is still in the initial stage;The scale of construction enterprises is expanding,the output value is increasing,and the management and technical personnel are scarce,and the longer training time is needed,and so on.The model is in urgent need of reform and innovation of the existing use of scientific management methods,efficient use of information technology to improve the level of management supervision mechanism,strengthen the operational capacity of supervision personnel,for the construction of the escort.This paper puts forward a new supervision mode-quality inspection and evaluation system,The supervisory organizations,landords,construction companies and supervision enterprises shall carry out quality inspection and evaluation of their projects within the scope of the city,using the information system to collect statistical data,ranking publicity,as the basis for the next phase of quality supervision,and roll on in cycles.At the same time,the evaluation results credit to the enterprise credit file,are linked to the construction market,and guide evaluation awards.In this paper,through the establishment of mathematical model,summed up the algorithm,a simple example shows that the quality inspection and evaluation system of the whole process of operation.And from the human resources,financial resources,efficiency and role,compared with the existing supervision model,fully reflects the obvious advantages of the new supervision mode in the construction quality government supervision.In a word,the supervision system and operation mode established by this study are scientific,practical and operable,can meet the development requirements of the new situation in the construction industry to a great extent.Government supervision if the rational use of this evaluation system,the quality of the city’s construction projects will steadily rise.
