As a mode of sustainable development of city,eco-city is not only an important and effective solution to global climate change and resource shortage,but also a significant trend of city development.Due to long construction period,large investment and many uncertainties of eco-city construction,it is necessary to identify risk factors of eco-city construction and draw corresponding risk prevention measures.Current researches on eco-city focus on eco-technology,index system and development mode.Apart from summarizing some issues of eco-city by case study,little attention has been paid to analyze systematically on eco-city construction risk.Therefore,the study aims to identify eco-city construction risk and provide management support to eco-city construction in the whole process.Based on the perspective of overall process of eco-city construction,the study identifies eco-city construction risk factors through a comprehensive literature review and interviews and obtains the data of how these risk factors impact objectives of eco-city construction through questionnaire survey.After data analysis,the study concludes five risk factors that have the greatest impact on objectives of eco-city construction,including unclear definition and objectives of eco-city project,interest conflicts among stakeholders,poor public acceptance of eco-city,poor operation management and eco-city citizen's lack of environmental and energy-saving awareness.In addition,the study provides some risk response measures based on the findings.Finally,the study takes Sino-Singapore eco-city as an example,analyzes some important risks of the eco-city and also proposes some improvement measures.The study can not only enrich the body of eco-city research,but also help to understand risk factors in each phase of eco-city construction,which can provide stakeholders with reference and guidance of project analysis and risk response. |
