Research On The Planning Layout Of Urban New District Based On Compact Theory

With a period of rapid urbanization of China,urban new areas,as an important space carrier for urban expansion,gradually become the "growth pole".It faces with problems such as expanding too fast,lack of motivation,inefficiency or deterioration of the ecological environment.In the new normal context,we should change planning idea and build new urban development mode to promote the sustainable development of China's urban areas and reduce the future of the " City Betterment and Ecologicial Restoration " work which after the completion of the new urban areas.So it is right time to explore China's "compact new areas" planning layout method.This paper first summarizes the compact theory and related practice.Paper analyzes the adaptability and urgency of compact theory in China,sums up the problems existing in the development of urban new areas and explores its solution.Except that,paper uses new ideas and methods,changes the planning strategy,proposes China's compact urban new district planning layout strategy,which is clearing functional orientation and regional development,sketching of growth boundaries and intensive development,innovating "3-OD" theory to guide the compact city layout,besides it constructs of production-city integration to realize job balance,finally creating a mixed function and diverse city.These layout factors constitute a synergistic operating system,to play the overall effect.Taking sustainable development as a goal,and taking low carbon as a basic requirement,it builds a compact urban new area of space layout.In order to enhance the applicability of this kind of compact layout strategy of urban new areas,paper takes actual work in Luoyang City Yibin New District Project as a main case-study to prove it.Through the field research,questionnaire methods,with the characteristics of the problem-oriented,we make Yibin New District Planning in compact layout way.First we clears the functional position of Yibin New District,changes the mode of urban development.Then for regional development part,Yibin New District Planning optimizes the pattern of urban and rural land,build a modern urban and rural system and build a shared infrastructure system.At the same time,it promotes equalization of urban and rural basic public service facilities based on life circle theory,moreover it integrate of agricultural,industry and service industry promotes regional joint development.Besides,it delineates new areas growth border and forces city to adjust the function and adapts compact development mode.Then it coordinates “3-OD” theory to guide compact city layout.EOD is for natural landscape pattern protection,for constructing blue and green network and for an ecological priority.TOD not only provides convenient transportation among city groups,but also enhances the energy level of the new district and finally makes a win-win situation among industrial layout,land mixed development and track development.Combining with TOD stations,the planning deploys different grades city center in the idea of SOD and 15-minute function circle theory.It also achieves balance of work based on the concept of production-city integration.Furthermore,the planning also implements narrow and dense road network,to get into local cultural characteristics to meet the different needs of diversity.Based on all these planning measures of the compact planning mode,it is able to enhance the quality of urban new areas,and create a good living environment,take care of the city,attract talent to carry out life,entrepreneurship,employment activities,activate the new area,to achieve sustainable development.
