Nowadays,smart grid has played a leading part in the grid development direction of many countries around the world.The scientific evaluation of smart grid contributes to an accurate grasp to its developing process and then gives a scientific guidance to its development and construction.Based on such a situation that a considerable progress has been made on the development of smart grid so that making a comprehensive evaluation has a practical significance in China.Firstly,by sorting through the related literature about smart grid evaluation,this paper defines the connotation and characters of smart grid.According to the basic features of smart grid and its characteristics differed from the traditional ones,this paper comes up with five evaluation systems based on the evaluation criterion.These systems include the following five aspects,which is safe and reliable,green and environmental protection,economic benefits,efficient and intelligent as well as information interaction.Secondly,this paper determines the indexes weight in the evaluation system by combining the analytic hierarchy process and clustering analysis,and establishes a comprehensive evaluation pattern by efficiency coefficient method,so as to realize the comprehensive evaluation of the smart grid.Finally,the evaluation index system established in preceding and the determined weight will be applied to the empirical evaluation on the development of provincial grid companies.The empirical investigation shows that the comprehensive evaluation system on smart grid in this paper can make the comprehensive evaluation on its development level come true.It accords with the actual development trend of China's grid and can provide some references for the smart grid construction.
