Research On The Key Technology Of Transportation Planning Based On Transportation Time Limitation

Due to the constraints of the transport environment,the concept of rail transport in China has been to maximize the use of rail transport capacity as the basis for rail transport,to fully guarantee the national and social needs for transport.In recent years,with the substantial construction of railway infrastructure,and the rapid development of roads,civil aviation,water transport and economic changes,transport capacity is gradually released.However,the release of the capacity is not well involved in the market competition,the railway transport market share has been gradually eroded by other modes of transport,the traditional concept of transport of goods has been in the market economy transport system showed a decline.Among them,the imperfect delivery of goods to the time limit system shows a significant disadvantage in other modes of transport in the market competition.Although China has implemented a fast cargo transport program,but because of the lack of overall planning and transportation market is not detailed enough,the effect is not very satisfactory.The purpose of this paper is to explore the transport planning system which is suitable for China's national conditions and railroad conditions of the transport planning system.In this paper,by using the objective and scientific methods,the author has analyzed the existing transport organizations and transport planning deficiencies by combing with the successful experience of foreign transport planning reform,China's actual freight transport and future infrastructure trends and related national policies.This paper has analyzed and studied the preparation method of railway freight transportation plan based on the transportation time,proposed a multi-level transport planning system which including the basic plan,implementation plan and the scheduling command plan.The transportation concept is based on the delivery of the customer's demand for the time limit and the rational use of transport capacity resources to the maximum to meet customer needs,so that the status of railway freight transport change from passive production to active marketing which can adapt to the changes in the market economy.This paper is based on the current cargo transport situation,to analyze the contradiction between the current transport planning system and the accuracy requirements of the deadline for the carriage of goods,and finally put forward a new transport system based on the concept of transport to the time limit.lt is believed that the research of this paper has certain reference significance in improving the concept of time limit of cargo transportation in our country and strengthening the market competition of railway freight transportation.
