Scheduling is the key factor for the unified and strong smart grid about security and stable operation as well as efficient allocation of resources.Power generation plan is an important part of the intelligent power grid dispatching operation.Reasonable power generation planning is the precondition and basic means to ensure the safe operation of power network.The optimal allocation of power network resources is largely determined by the scientific nature,openness,economy and cleanness of power generation planning.And it should be able to achieve a greater range of space and a longer range of power resources optimal allocation,which should be able to achieve the coordination of the integration and coordination of the arrangements at all levels.First,there exists great difference for the comprehensive operation benefit of power system by the different power generation schedule.To evaluate the different power generation schedule and choose a more effective method,this paper presents a new method for power generation scheme evaluation.Under the whole network uniform generation scheduling,a complete evaluation index system,including safety,energy saving,economic efficiency and environmental protection,is established for different dispatching mode.Then a novel evaluation method based on combination weighting and ELECTRE method is proposed.In the proposed method,to obtain the subjective weight,each index is scored in descending order from different experts and the adjacent binary comparison method is introduced,avoiding the consistency test problems of the AHP,and overcoming the limitation of ordered binary comparison,where the index number must be less than the number of experts.Then to calculate objective weight,the variation coefficient method is used and combined with the subjective weight to obtain comprehensive weight of each index.And the ELECTRE method is firstly applied for the power generation scheduling schemes evaluation,the procedure of which is as follows: through constructing both harmonious and non-harmonious sets of different schemes,the ordering of which are obtained based on adaptive adjustment of the threshold and gradually eliminating the non-dominant schemes.Compared with other methods,the ELECTRE method has the advantages of simple calculation,more objective and better engineering practicability.Numerical example verifies the effectiveness of the proposed method..Secondly,the comprehensive evaluation of generation scheduling is realized in this paper.First,a complete set of index system is established.Then,the three-demarcation method is used to calculate the index weighting.The isosceles triangle membership function,and the isosceles trapezoid membership function and the Gauss membership function are utilized for the generation scheduling evaluation.The results of comprehensive evaluation are obtained according to the principle of vector similarity maximum.Finally,the effectiveness of the proposed method is demonstrated by the results of Tianjin power grid.Finally,We set the prior,during and after the power generation scheduling evaluation content and evaluation methods,and establish the whole process of power generation scheduling evaluation and pre-warning system.Pre calculation: using planning power and forecasting load,in the way of planning,calculate for the indicators and warn the more limited indicators.In the event,using historical data to calculate the indicators,while the next period of time is still using the latest plan to power generation,forecast and plan,then calculate the load,and two sets of data are summed and warn the more limited indicators.In the post event,using historical data to calculate the evaluation period of the indicators,and give a comprehensive evaluation.
