The steady development of new technologies for power grids, such as demand side management measure,grid-integration for distributed generation and distribution automation, has posed huge challenges for the operation and planning method of the traditional distribution networks. If solely depending on the expansion of electric distribution network to meet the continuous rapid growth of load demand, issues, including large expansion investment, and long construction period, may occur. Thus, economic requirements cannot be satisfied and factors, including demand side response and distributed power generation, cannot be taken into full consideration, which is not conducive to the development of smart grid.In the environment of high-proportion distributed generator interconnection and load demand side being in urgent need of management, introducing distributed generation and demand side management into electric distribution network planning, and developing planning framework based on distributed generator and demand side management, were of important research value and engineering significance. This paper introduces the concept and classification of distributed generation and demand side management,This paper analyzes the influence of distributed generator accessing electric distribution network and potential impacts on system load flow, the power quality and the reliability after the access. The mathematic models of distributed power generation technologies represented by new energy are briefly introduced and their respective working principles were described. The demand side management technical measures and its influence on distributed generator interconnection are analyzed.Problems which may encounter during the process of analyzing demand side management implementation are also put forward.Taking the influence of distributed generator on electric distribution network planning into consideration, when the form of distributed generator is uncertain, the investment and operating costs of distributed generator, power losses costs, the purchase cost after the introduction of distributed generator, and environmental benefits are analyzed converting to each year, and the objective function is determined. The demand side management is also introduced into electric distribution network planning model to carry out joint planning. In this paper, the rational allocation issue of distributed generator accessing active electric distribution network is studied.A multi-objective rational allocation model is established and a hybrid intelligent particle swarm optimization algorithm is proposed to improve its global researching capability during the optimization process. The hybrid intelligent particle swarm optimization algorithm program is written to optimize the objective function and obtain the planning scheme with optimal economy and reliability. This study calculates the distribution system of IEEE-33 node and PG&E-69 node and analyzes the change of each index under different load levels. When the load changed, the optimal configuration of DG is studied and the validity of the model and the algorithm is also verified.
