Study On The Safety Management Of Ro-Ro Passenger Ship In Qiongzhou Strait

The Qiongzhou Strait is the "six districts and one line" key waters in China,the Qiongzhou Strait Ro-Ro passenger shipping is an important transport channel between Guangdong and Hainan provinces,ensure the safety of roller transport in the strait is of great significance to the economic and cultural exchanges,tourism development and the contacts of the people.With the rapid economic development of Hainan province and the construction of Hainan international tourism island,the Qiongzhou Strait roller transport market rapid development,passenger and vehicle throughput are steadily increasing,and the ship traffic density increased,there are many risks to the safety of the Ro-Ro passenger ship in the Qiongzhou Strait,if an accident occurs,it will cause a great loss of human life and property and a very bad social impact.This article is based on the study of public management theory and security management theory,through the analysis of the current situation,problems and causes of the safety management in the Qiongzhou Strait Ro-Ro passenger ship,reference to the safety management experience of Ro-Ro passenger ship in developed countries and other regions of our country,from five aspects,such as perfecting the system of laws and regulations,standardizing the safety management of the company,strengthening the site safety supervision,strengthening the construction of the infrastructure and improving the emergency rescue system,this paper puts forward the Countermeasures for the safety management of Ro-Ro passenger ship,in order to provide reference for the safety of the Qiongzhou Strait.
