Buddhism was intertwined by Confucianism and Taoism since it spread into China. It has became a unique religious thought in our country and it’s a wonderful part of our civilization. Until now, it still influences our life. Recently, as the change of our thought of the tourism, the Buddhist tourism has became more and more important. However, the resorts of Buddhism don’t change with the new thought of themselves and the demand of the marked. And sadly, the resorts pay attention to the economy more than culture, and their merchandise are boring, their environment are damaged. These are all run counter to the concept and principles of modern tourism. As a well-known Buddhist sanctuary in the northeast China, Phoenix Mountain Buddhism scenic area’s present situation of planning cannot match with its reputation and can’t meet the requirements of modern tourism too. Therefore, this article will take the phoenix mountain Buddhism scenic area as an example; study how Buddhism scenic area’s planning can be more scientific under the background of modern tourism, so as to achieve the aim of sustainable development.This article through to the historical data, literature collection and organize, analyzing the development history of Buddhism in China, summarizing the different transmission of Buddhism, finding out that Buddhism resorts are different with the proposed reports by the cultural of the tour route, the comprehensive of the function, the development of the cultural connotation and the plain of the mood of the landscape after summarizing the theory of the resort planning. Then I sum up the defects of Buddhism resorts by analyzing Famen Temple and Putuo Mountain Scenic Area. After that, I organize the evolution of the modern tourism history, characteristics, patterns, tourists, etc, analyzing the effect of modern tourism scenic spots to Buddhism, and Summarizing a series of changes Buddhism scenic spot planning should make.
