Study On The Development Strategy And Urban Planning Of Qingdao Shiyuan District

In the 1970 s,the "Man and the Biosphere"(MAB)study,initiated by UNESCO,proposed the eco-city exploration formally;in 2012,the 18 th National Congress of the Communist Party of China put forward the "five in one" overall layout,putting the construction of ecological civilization in a prominent position;in 2013,the Ministry of Housing and Urban Construction put forward the goal of building 100 green ecological city,pointing out the future development direction of the city.In recent years,many cities have put forward the goal of building an ecological city,the ways to plan the construction of ecological city and the sustainable development of the city.That has become one of the most important topics in the field of urban planning and construction.In 2009,Qingdao won the right to host the 2014 World Horticultural Exposition.In order to give full play to the leading role and external effects of the World Horticultural Exposition,the Qingdao Municipal Party Committee and the Municipal Government put forward the general requirements of "investing in the park and benefiting from the outside" and " establishing the world park immediately,building the New District chronically”.However,instead of showing a booming trend just as expected before,the development of ShiYuan District has been slow down after the end of the World Horticultural Exposition in November,2014.Based on the study of the reasons for the trend of slowdown and the discussion of the future development strategy and concrete planning of the park,following the research path of "discovering the problem-analyzing the problem-evaluating the current situation-theoretical analysis-planning response",the paper combs the whole process for ShiYuan District,which from the planning to the construction and the current status under the urban construction background,analyzes the reason of deviation between the present situation and the planning idea,and points out the reasons of the deviation,the lack of strategy,the uncertainty of the spatial structure,the imperfect of planning and so on.Aimed these problems,the paper studies the theories related eco-city,draws lessons from the experience of eco-city planning and construction both at home and abroad,and discuss the future development strategy of New Area combining the present situation,geographical features and development environment of the park,which from multiple angles such as ecological protection,spatial planning,land use,industry choice,traffic development,technology application,policy support and so on.Finally,implete the development strategy,put forward the specific plannings,such as structuring ecological security pattern of "two-piece,five-gallery,multi-point",constructing the multi-functional mountain leisure space,promoting the layout of the mixed function,making the comprehensive and convenient transportation,arranging ecological complementary green industry,building a popular project focused on notice,promoting low-carbon technologies suited for new areas,and ecological index system is organized to give specific guidance to the construction of the ShiYuan District.
