As the railway market saturation and the coming of post high-speed railway era, it's a must for CR9, an enterprise engaging itself mainly in railway construction, to preparing itself in advance, expand in markets other than railway, emphasize the development of real estate market, and to improve the market concentration and influence. Since real estate industry blossoms, to emphasize the development of real estate market means that CR9 must foster a sense of balanced development and enhance the ability of project planning and process management depending on the ongoing construction projects in the belief that process determines the result. CR9 must establish a reputation with the ongoing projects and excel among the construction enterprises home and abroad, thus accelerate its business transition and development.The author of this thesis first stated the background, the importance, the approach and contents, the literature and theoretical foundation of the study in the introduction. The necessity and significance of construction planning and management in the time background and need of business transition of construction enterprises is also discussed.Secondly, the construction method, existing problems, the insufficiency of construction planning and management are also discussed in the thesis. The problems in construction including the lack of systematic organization of construction planning, the incompetency of construction schedule making, the lack of control during the implementation of projects and the great influence of seasonal weather are all studied in this thesis.Thirdly, according to the location, construction features, targets, resource allocation and other factors, we take a discussion on construction management in this article. The construction schedule is demonstrated by two parts: program principles and arrangement methods; in the aspect of cost planning, we analyze the cost accounting model, cash flow, equipments program and human resource demands; as for the project quality plan, the significance and target of quality management, the quality management content are expounded.Last but not least, the article is discussed by the field of the control management for CR9 headquarter building construction. Briefly, the goal is in order to ensure project process, quality and costs well controlled. For the control of process, project guarantees not only that managers and workers meet the human resource's requirement and supplies are amply provided, but also building an efficient and capable management team. For the control of quality, it is needed to establish and improve an corresponding organization and system. To ensure project quality, we should take all effective measures from resource inputting to process monitoring. Even if the project is conducted highly fast and in high quality, the cost beyond the control will lead to receives won't support expenditures. Therefore, the dispose of surplus materials, project consume accounting and cost analysis are equally important. If it is improperly handled, that will result in pollution, waste and inexact cost accounting, even deficit.This text demonstrates the office building project plan and management content control and indicates its importance in construction management. This notion guides the execution of CR9 headquarter building construction. It will be a perfect effect and a reference for other similar projects.
