At present, China is on the verge of water resources is very grim, the scarcity of water resources, water pollution, water environment, the sharp deterioration of the ecological environment and other issues have become increasingly prominent, water resources on the issue of supply and demand has become sharp. To deal with the problem of deteriorating water resources in China, to achieve the rational development and maintenance of water resources, the core is to promote economic and social sustainable development and the normal use of water resources. In recent years, Pingdingshan City water resources demand continues to expand, to ensure that urban and rural daily life, production operations and environmental protection for the difficulty of water continues to expand, and the relationship between water supply and demand has evolved as a key barrier to limit of Pingdingshan City Economic and social development, so of Pingdingshan City water resources carrying capacity is explored, to support Pingdingshan City Economic and social development, will have the practical significance and important influence.This is "based on the simulation and optimization of the target control backstepping model"(a simulation and optimization-based control object inversion mode), that is, model CIOM, in this way the water resources of the city of Pingdingshan do detailed analysis, and according to the water carrying capacity and the development trend, further put forward the scheme of rational allocation of water resources and measures for doing well the protection work. To promote the practical and feasible measures of water saving, water saving, agricultural water saving and so on, in order to save water resources, so as to improve the carrying capacity of water resources.
