With the continuous expansion of the scale of railway construction and the improvement of railway construction standards,the railway track laying and bridge erection is becoming more and more difficultly.In addition,the characteristic of railway track laying and bridge erection have a long period,complex organization and coordination,too many safety risks,high labor intensity etc.these lead to the continue increasing of the difficulty in safety management of railway track laying and bridge erection.in order to achieve the goal of safety management,safety management of project needs to invest a large number of people,materials and machines to reduce the loss of safety.The project manager can't give up safety management because of the increase of the cost of safety management,and is also not able to achieve safety management objectives,invest too many resources and result in waste of resources.It is an important and complex task about how to realize the reasonable safety management input and get the desired safety management output.This text tries to resolve this problem.In this paper,the author used safety management theory,input and output theory,management benefit theory,value engineering theory and decision theory,and integrated the research results of economics,management,activity-based costing and decision tree methods and so on.In order to evaluate the level of safety management of railway track laying and bridge erection,this paper puts forward the concept of safety managerial effectiveness of railway track laying and bridge erection and constructs the safety management benefit evaluation model.Reasonable allocation of safety management input and scientific measurement of safety management output are the two important components of safety management benefit evaluation model.In this paper,the safety management input is the actual production safety investment.On the base of activity based costing,the total investment of project safety management is assessed according to the risk category.The reference point of safety management output is reduced value of all types of risk,based on the maximum,minimum,expected loss,and the decision tree method to estimate the reduction of the safety risk loss.This paper analysis safety management benefit evaluation model,management benefit theory and value engineering theory,and evaluates the benefit of the case at the same time by the model.
