Research On Optimization Of Management Plan Of Maintenance Divisions Under New Line Condition

With the development of national economy and the increase of residents’ travel demand,the mileage of railway lines is increasing,and the development of high-speed railway is rapid,the construction of SST and heavy-duty railway also makes the road network structure more perfect.Among them,the maintenance division as a railway transport system in the basic management and infrastructure departments,in the protection of railway transport safety,efficiency,economy,it has play a very important role.A large number of new lines required to re-adjust the provisions of the provisions of the program and jurisdiction,while the level of technical equipment and high-speed railway line maintenance and maintenance of the new features of the maintenance division of the management model put forward new requirements.In order to solve the new problem of the optimization of the layout of the new section,this paper puts forward the method of optimizing the management plan of the new project under the new line condition,and selects the typical maintenance divisions and the line to carry out the example analysis.The main contents are as follows:(1)Analyze the basic situation of the layout of the maintenance division and the route that has been opened at the present stage.According to the existing statistical data,the project will be classified according to the factors such as the mileage of the jurisdiction,the type of line and other factors,and summarizes the development and management rules of the current project,and puts forward the method of determining the number and location of the maintenance division from the meso level and then determining the optimization plan of the project management plan of the maintenance division from the micro level.(2)According to the management characteristics of the maintenance division,the management level is set up and the fixed investment is minimized as the goal,and the maintenance division is set up to adopt the progressive coverage model to determine the level of the project,and use genetic algorithm to solve it.(3)The method of determining the jurisdiction of the maintenance division based on the multiplier weighted Voronoi diagram is designed.First,analyze the specific factors that affect the jurisdiction of maintenance division;secondly,use different methods to determine the weight of influencing factors,and construct the weight correction model to modify the weight;finally,using the multiplication weighted Voronoi diagram,the incremental algorithm is used to generate the management scheme of the jurisdiction and jurisdiction.(4)By using the method proposed in this paper,the layout of the maintenance division of the Beijing Railway Bureau after the opening of the "Zhang Tang Railway"is carried out and compared with the actual situation.The results show that the theory and method proposed in this paper can reasonably manage the scope of the work and the line segmentation management plan to determine.Based on this,use the method proposed in this paper to plan the jurisdiction of the "Beijing-Shenyang high-speed rail"project which will be opened in the future,and provide reference for the optimization of the management plan of the new maintenance division.
