Research On Environment Assessment Methodology For Cheng-Yu City Cluster Comprehensive Transport Planning

With the continuous development of China's new urbanization strategy,city cluster has become the main form of development,and to construct an comprehensive transport system of' city cluster will become the main goal of traffic development in this new era.Meanwhile,environmental assessment is an important means to ensure the sustainable development of city cluster comprehensive transport.By combining the comprehensive transport planning of city cluster and the sustainable development of environmental assessment,through analyzing the impact of traffic development on the environment from the source,the coordinated development of traffic and environment can be more easily realized.In China,since the transport planning environmental assessment is mainly aimed at the urban traffic or different modes of transportation network at present,it's almost blank on the study of the environment assessment of city cluster comprehensive transport planning.Based on this background,this paper chose the Cheng-Yu City Cluster as object to discuss the index selection,qualitative and quantitative,the application of hierarchical exvaluation and provided the basis for the development of sustainable city cluster comprehensive transport planning.On the basis of reviewing and summarizing the development and research theory of traffic environment assessment,this study firstly determined that the energy consumption,carbon emissions and pollutant emissions are the three factors of the environment assessment of city cluster comprehensive transport planning.After that,introducing the theory of point,line and surface level,this study divided the city cluster comprehensive transport system into different levels,and constructed the evaluation index system and the evaluation method and process.This thesis use GIS as core technology and applied TransCAD as the analysis platform.Firstly,it made the environment assessment of Cheng-Yu City Cluster comprehensive traffic situation.Then,it set conservative,moderate and radical three kinds of comprehensive transport schemes for Cheng-Yu City Cluster,which can meet the traffic demand in target year.After that,compared and made environment evaluation among three schemes.It was clear that the moderate scheme was the most environmental friendly.At last,threw out suggestions about energy conservation and emission reduction basecd on the environnment assessment results.It is found that the road energy consumption and emission of Cheng-Yu City Cluster are both very high,mainly in the route which Chengdu and Chongqing is the core area.This study suggested that the government should strengthen the development of railway transport and planning a new road transport hub in target year.In 2030,after the implementation of comprehensive transport planning,the energy consumption,carbon emissions and pollutant emissions of passenger unit transport turnover in Cheng-Yu City Cluster will decrease by 12.96%,11.66%and 3.03%,meanwhile the same subjects of freight unit transport turnover will decrease by 10%,11.07%,7.4%?In summary,the environment assessment for Cheng-Yu City Cluster comprehensive transport planning has a certain operability and practical significance.It is applicable to the environment assessment work of comprehensive transport planning in city cluster and has certain reference value for the future development of traffic.
