Research On Dynamic Mechanism Of "Self-help Model" For Protection And Regeneration Of Traditional Settlement

Traditional settlement is a significant part of cultural heritage in China.With the deep understanding of its value by the government and social sectors,the protection and regeneration of traditional settlement becomes an important research issue.However,at present government is still the main body to implement the protection and regeneration of traditional settlements in China with "from top to bottom model" in which superior departments draw up plans binding on the departments under them.Based on the analysis of significant amounts of practice cases,it is proved that the protection and regeneration mode of "mandatory planning" predominantly conducted by government has its limitations and inadaptability.Because of the lack of policy and social environment for public participation in "from bottom to top model" in China,the public do not have strong awareness of the protection of traditional settlements.Consequently,they lack necessary motivation and initiative to participate in the protection and regeneration of traditional settlement and residence.The author’s team studies the relevant domestic and foreign theories and practices,in order to explore the suitable pattern for the protection and regeneration of traditional settlements in China.Also,the team attempts to put forward the "self-help model",combining the "from bottom to top" with the "from top to bottom",which takes the traditional settlement and residential owners as the main force,requires a joint participation,and gains the supports of policy,technology,capital and other aspects from the government,professionals,non-governmental organizations.In order to facilitate the realization of "self-help model" in the protection and regeneration,in the framework of "self-help model" proposed by the author’s team,this dissertation focuses on government-led dynamic mechanism construction,which aims to stimulate and promote the performance of the protection and regeneration of traditional settlement.This dissertation is divided into three general parts with six chapters:Part I(Chapter 1 and 2):discusses the research background,research meaning,method and specific framework;analyzes domestic and foreign research fruits of traditional settlements;assorts and concludes the value features of traditional settlements to determine the "baseline" principle of protection and regeneration of traditional settlement.Part II(Chapter 3,4 and 5):analyzes the problems arising from current "from top to bottom model" of protection and regeneration;puts forward the basic mode and frame of"self-help model" protection and regeneration;determines the main research positioning of this study under the framework of the "self-help model".The study of the dynamic mechanism focuses on three main aspects:first,guarantee the residents’ main position,and enhance local residents’ consciousness of protection and regeneration;second,analyze the current problems and deficiencies of our country in the policy measures and incentive mechanism for the protection and regeneration of traditional settlement.Through the study on the operation and security model of the policy measures in the protection work adopted by developed countries,provide improvements suggestions about the framework and contents of China’s policy and incentive mechanism;third,offer reasonable and feasible strategy of protection and regenerationPart III(Chapter 6):according to dynamic mechanism research on "self-help model"protection and regeneration of traditional settlement described in Chapter 3,4 and 5,and with Guifeng Village,Youxi as a case example,this part analyzes the vital technological problems in the construction of dynamic mechanism construction,discusses how to realize the "self-help model" by enhancing residents’ awareness,the policy guarantee by government and reasonable and feasible design.
